The Bernard van Orley regulations do not permit rule numbers to be
changed in such a way as to form a Ruth-Aaron pair.  There is already
a rule 106, as any fool knows, and why 107 is not permitted is left as
an exercise for the reader.  108 is the next agreeable rule number.  I
trust that settles the matter.
