Not hugely, unless you intend on submitting them to debian or a public
repository.
Most of the package building tools have options to skip signing (e.g.
with dpkg-buildpackage it's -uc -us)

the Debian New Maintainer Guide is pretty helpful, but beyond that I'm
not sure where to look for help - I tend to pester an Ubuntu MOTU ;)
