Solved the problem !!!

Thanks for the various responses.

It seems the nat table had some entries in it which were not showing up
with a simple iptables -L command.  I flushed the nat table and it now works.

I now have to figure out how they got there in the first place.

I have a sneaky suspicion that that a S99user file within init.d is the
guilty party !!
