You might want to take a look at monowall [0] it is designed for
embedded systems but can be run on standard i386 hardware either from
disk, compact flash or even CD and floppy. Feature set is comparable to
that of IPcop. IIRC IPcop's development plan is to use monowall as it's
future base distribution.
