So "quote PASV" works but "PASV" doesn't? This sounds like the PIX's
ftp proxy at work.

I would consider setting "no fixup protocol ftp" in the PIX cfg. You
almost certainly derive no benefit from the FTP proxy builtin to the
PIX which is mainly to provide very basic security to very broken
old-fashioned FTP daemons.
