This assumes that the problem is the telemarketers and not the people
who employ them.

It doesn't matter how many of the front-line workers you piss off,
their employers will always find someone to replace them. The correct
strategy is the first one, since it achieves a realisable goal - not
contributing to the profits of the telemarketer's employer - while
minimising the time you spend on the task,
