Yes, and not entirely :/ Cygwin rsync, if it's new enough (and I'm not
sure it is), will maintain a subset of the Windows permissions mapped
into POSIX ACLs. Otherwise, you'll only get the Unix group stuff.

Only stuff that uses the Windows Backup API can really preserve
permissions and things properly.
