OpenOffice.org v3 will have the ability to open a PDF and save the
changes as an extended OO.o/PDF hybrid, once in OO.o you can of course
always export the new PDF as with any OO.o document. See

v3 is in beta right now with full release aiming for September (so I am
told) but the beat does a reasonable job of very basic PDFs.
