Nothing can edit PDF files in the general case. Adobe's Acrobat can
make certain edits to certain types of PDF, but that's as far as it
goes. I know of no free software can do the same.

The question is somewhat nonsensical anyway. PDF is a final output
format, and is not intended to be edited. Edit the original, and
recreate the PDF.
