What I don't understand about this is what jurisdiction the court can
claim over essentially a private organization (ISO).  Surely ISO are
free to make up and break their own rules as they wish?  (I mean -- it
will probably terminally undermine their credibility, but if it's what
ISO wants to do, then ISO can do it).
