I use catalyst

http://www.catalyst2.com/

You wont get root on a virtual server hosting, but you will get pretty
much everythign else.

i have a cheap package with them that is 15/year, but even that gives me

perl
php
mysql
mail
dns
250Mb space
1GB transfer/month

If you want to spend 20/pcm then you could get a lot for that.
