[Gllug] Old type versus new ADSL?

I'm now about 1km from the exchange, and the Be-provided router claims:
        Up 1343kbits/s, Down 18943kbits/s
The house probably has really old cabling.

Previously, I lived next to the exchange -- about 15metres away -- and got
the full 23500kbits/s down (or thereabouts).
