There are three parameters you may want to check (compare them against
the other card)

Speed.
Duplex.
Link detected.

Maybe your hub or switch, for whatever reason, is running at  a
different speed or handshaking (full duplex instead of half duplex) or
different combinations of both.

Did you try connecting the cable from the working network card to the
one not working?

Do you have another network card to try instead of the one you are using?
