Hmmm. It's a long time since I installed Debian from anything other
than a netinstall CD or a network boot, but ISTR that if you install
from a full CD (as seems to have happened here) the installation process
asks you whether or not you want to configure a network source for other
packages. It seems that whoever set up this system said, "no".
