[Gllug] C-s not working in readline

Unless I'm mistaken, in bash, C-s should search forward incrementally
through my command history, much like C-r does backwards.

It doesn't for me, on my Ubuntu laptop, my mac mini, my CentOS
servers, or my Solaris servers.  It doesn't appear to do anything.

I'm sus[ect this is to do with flow control - perhaps I need to set XON/XOFF?

Any ideas?
