The limiting factor is usually the available memory in these devices.
They usually run either Linux or a BSD kernel so they could do IPv6 but
for the lack of capacity to actually load it.

Some routers can be upgraded to support IPv6 but doing so wipes out
other facilities which is often a barrier.

Anyone can do tunnels. Several do offer real IPv6 but until consumer/SME
grade routers support it out of the box it's a waste of time on the ISPs
part.

Of course there is always the option to use the router as a bridge and
handle things on a sufficiently spec'd box yourself.
