They exist not only in France and Belgium, but in the UK.

The point is you do the whole card verification bit *before* you start
pumping fuel.  The card is authorised and a limit set on how much you
can pump.  At my local garage it's irritatingly £59, which isn't quite
enough for me to fill my tank if it's pretty empty.  At the one which I
used in France last week it was 99 Euros which is more convenient.

Once you replace the pump nozzle the machine tells you the final tally
and prints a receipt.
