That's not necessarily true. In the same way that a good agency gives a 
candidate access to opportunities they wouldn't otherwise get, the same 
is true in reverse. GOOD agencies, and I stress they must be good ones, 
will give a recruiting company access to candidates that they wouldn't 
otherwise reach.

The problem is that the market is full of rubbish agencies that just 
fling CVs about like poo, hoping that some of it sticks.

You can tell a lot about a candidate from the agencies they choose to 
work with. Likewise companies.
