Linux already caches things pretty agressively - have a look at /proc/meminfo
Linux Insight is a good site for documenting all of the things in /proc

You can alter the 'swapiness' (and lots of other parameters) via sysctl

Using flash disk as a faster tier in disk storage is pretty interesting though.
It would be interesting to see what these Vista utilities are offering.
