[Gllug] Sort of TOR but 'directed'

Is it possible to use the likes of TOR and yet still gain access to
location-specific sites?
People use TOR (et al) to create IP anonymity whilst surfing the web, in
the same theme as some blocking cookies or accessing Amazon using
different web profiles to gain any price advantage...
Some sites limit access to 'local' users, eg BBC replay service (and a
friend complained to me/noticing some 'TV' stuff on YouTube.com appears
'blocked', so similar in the States...).
Is it possible to merge TOR and proxy type features, saying: randomise
my IP please BUT use a British server as the final one in the chain, ie
the one that actually accesses the site requested?
(else aren't TOR users gaining on the swings but losing on the roundabouts?)
Why do folk want to get so complicated? It's a bit much for this bear of
little brain...
