At a guess I'd say it's the same as them 'monitoring' your use of a
browser or an e-mail account provided by them. Particularly as Chrome
OS will pretty much be just a browser on a windowing system.
Essentially that's tracking your usage to provide targeted
advertising. Whether or not you consider that "monitoring" will vary.
