The costs, if any, are entirely dependent upon their requirements.

The technology for the site need not cost anything other than the actual 
hosting costs as there are numerous very good Free Software solutions 
for the things you list as requirements.

Where there may well be a cost is the design of the website.

What kind of charity is it? Do they have an established brand image that 
they will want to carry over to the website?

A CMS like Drupal would deliver all of the things you state you require 
and can be themed to fit their image. This need not be expensive as 
Drupal is Free Software and designing a template for it can be done 
fairly easily.
