For remote access to a server, I'd give them ssh. Let them do
development locally on their own desktops, using the desktop
environment with which they feel most comfortable.

If you really must give them remote GUI access, and want something
lightweight, then I'd suggest FVWM. I've been using it for the last
15 years or so without problems...
