The mobile networks use a transparent proxy that resamples images and
compresses HTML. The results are variable, but it suffices for the usual
case of quickly checking something on the web via a mobile handset. This
same infrastructure is also used to censor things that the networks don't
like.
Anybody with half a clue can bypass it if it bothers them, typically by
using a VPN or ssh tunnel.
