Even the fibre (which is MUCH cheaper than copper wire) is going to be  
a massive cost at those quantities.

When you throw in labour and organisational costs, it'll never happen.

Of course I'm reminded of the bloke who received a 1k bill from ntl  
after accidentally slicing through their fibre in his back garden.  
Apparently they had to replace miles of fibre because of attenuation  
worries. Of course we wouldn't actually want to bury it, that would  
mean hard work...
