Well to quote the article:

Which immediately prompts the response:
"Great, just what we need, a mandatory one hour wait at immigration at Heathrow"
which segues into:
"And you don't have that now?"
I guess if they did it correctly (i.e. took the blood sample at the start of the
queue, it would be processed by the time you got to the front of the queue.
