The 80% figure probably comes from queueing theory. If a resource is
used greater than approximately 80% of its capacity, then queues start
to form (it's not precisely 80%, but it's near enough that for
practical purposes). People tend to quote that 80% for all kinds of
things to which queues don't apply,
