They both work the same way, and both are going to be pretty horrible.

Availability and maturity of PV drivers is certainly an issue.  The
ones for Xen have been around for much longer, are available in more
variants for more operating systems, and are more mature.  So when
choosing between Xen and KVM you really do need to look at whether PV
(Xen or virtio) drivers are available, and how well they work.
