Plus the PC games market is basically dead, its been won by the
consoles. Hence nobody is upgrading just to be able to run the latest
games, If anything they still run Windows 98SE so the old games still
work.

If all you want is a Word Processor, Web Browser and EMail, there is
no need to keep upgrading and hence some people will stick with a 10
year old machine running Win98. (Its the old if it ain't broke, don't
fix it argument) The only reason most have upgrade from 98 is due to
the fact they can't even download the legacy updates any more because
Microsoft took them down. Now if I can download a copy of Netscape 2
why can't I download the updates for my perfectly legal copy of
Window98?

They never needed to do anything with them, just leave them lie around
on the server, till the end of time.
