Is that because agencies cost money and you are on a budget?

I find most employers use agencies because otherwise they can't find 
enough talent by themselves...

I think if you were prepared to do a little leg work yourself you could 
probably recruit without agencies anyway... but then you never know if 
you have the best pick of the whole market...
