Point of note here though, programming jobs are known to be vulnerable 
to offshoring so why would anyone smart choose to do this knowing that?

In my environment alone, which we thought would never outsource have 
already outsourced half our development in the last year alone... 
despite none of us, not even management, liking the idea.

So there really isn't much incentive for people to learn to program to 
any kind of professional standard of doing degrees in IT etc...
