Quite easily. I have seen a huge amount of code that is complete cr*p, where
the programmer evidentally had little clue about what they should be doing.
Then there are lazy programmers who take short cuts that come back to bite
then[**] (eg nailing in database usernames/passwords into hundreds of programs),
don't bother to comment/document what they have done so that those who follow
waste huge time trying to understand it, ...
[**] Actually they bite those who follow them - they have left by then.
