[Gllug] New PC/laptop without Windows preinstalled

Folks,
    I have been looking to purchase a new desktop/laptop for home,
but so far haven't been able to find a vendor that'll sell me a clean
machine without any operating system. I've tried PCWorld/Currys and
Dell + online sites of other major manufacturers.

    Is there any place I could get a brand name PC without Windows?
If not, have people been successful in getting the OS cost refunded?

   Any pointers'd be much appreciated.
