They do, though sometimes only on the packing and not the converter
itself.

If it feels like a light weight piece of plastic, then assume it's
not a voltage converter

If it was the cheapest in the shop, then assume it's not.

And lastly - if it is doesn't say, then assume it's not until you
can safely check.

Of course what is obvious to an engineer is clearly not obvious to
a PHB.

Fuses rely on current, not voltage. Without knowing the load
of a device it, is impossible to know what is a safe current.
