Rsync should delete and replace files to ensure that the result is a
complete match.
Debian uses a combined /pool/ and my partial mirror of Debian pulls in
the total /debian/ including a selection from /debian/pool/ by required
architectures using the facilities in /debian/project/tools/ and it may be
possible to amend them to do what you want.
