A bit more info on the RS232 setup would be helpful:
an 'stty -a' print of the serial port would be good
I assume you are talking about delays in Linux stopping SENDING characters
to the device?
How many characters are sent in each discrete 'write' call from the process?

I don't know the internals of the linux kernel, but I always believed that
serial flow control is implemented within the kernel layer and not the process
- so I wouldn't expect 'nice' to make any real difference!
