Absolutely yes. For the purposes of ADSL signal the ring wire is nothing
but a nuisance. It is a common source of interference as it acts as an
antennae in many installations. 

This problem has been so significant that BT produced the iPlate device
to isolate the ring wire from the connection completely. Prior to their
doing so ADSL customers have frequently been advised to isolate it
themselves to prevent the problems it causes.

Ideally but often they don't.
