I once believed this statement to be entirely true. However after my
elderly neighbour became the victim of such attacks via the post I
have changed my opinion.

He was bombarded with letters from fake lotteries, and various other
scams. My father cleared out all the post in his home into 4-5 black
bin liners, most of which was fraudulent.

My neighbour is old and forgetful. If someone sends him a letter like
that then he would feel guilty for forgetting that he had started the
process and do what he can to make sure it continues.

These scams harm the greedy and it is difficult to give them sympathy.
The greedy learn from their lessons not to be greedy in the future.
However the real cash cows for these evil scammers are the vulnerable
who don't want to cause others inconveniences by their own actions or
forgetfulness. These people will time and time again reply to these
scams, each time lessening their own resources.
