A couple of practical suggestions.  But first, restore your system to
its original state (no Python 3, etc.)

Try retrieving the result of os.getcwd() and printing it, before running
apt-get.  Try capturing the output of oss('pwd') and see if it is the
same.  Try both of these at more than one point in the script, to see if
it changes anywhere.
