No: those who make their living by mildly upsetting people who were in
the bath can pay for the privilege of getting access to data from the
same infrastructure that is used to give criminals a good kicking.

They can use that data to tune their business such that they don't quite
anger people enough to report the call.  Perhaps resulting in higher
sales.

I wasn't saying that the legit businesses should be forced to make use
of this service, but if some supposedly legit business manages to piss a
large swathe of the population off by being moronic then there should be
some way of persuading them that they should modify their business
practices, so I'd say that there's quite a wide spectrum of problems
that this system might be usable for, and that could include the
entirely legit end of the market.

For instance, one could perhaps offer an advanced menu on the 17726
thing to register what times of day you find less annoying -- marketers
might well pay for access to that if it meant that their sales went up
by acting in compliance with it.
