Is this not what the Windows 2000 Services for Unix was? POSIX on top of the NT kernel.

Actually, based on past experience I'd say that it is quite likely that
Microsoft will offer a UNIX-like OS shortly (Embrace, Extend,
Extinguish.) It won't be Linux though because I'm sure that they would
use their own kernel.
