There was one I used to use made by Steartite.  It looked a bit like a
"Toughbook", had a 3G modem built in, and had a stylus-operated touch
screen that really was visible in bright daylight.  The keypad was a
rubberised waterproof affair, and all the sockets had little rubber
bungs to prevent the ingress of water...

The downside was that these things cost ~£8500 each!
