It's not so contained. Take a look at Gnulib as a concrete example of
a portability library that is mostly concerned with different POSIX
implementations[1]. Gnulib is nearly a million lines of code ...

[1] Yes, it does Windows as well, but mostly it's trying to cover the
differences between filesystem ops on Solaris vs AIX vs HP-SUX vs some
other operating systems you've not used in a long time ...
