CentOS has the following:

- ACLs
- SELinux
- Virtualization
- LVM snapshots

using one or more of these you can constrain quite a bit what anybody
can do, give free reign to people that can be destructive and how to
recover from a mistake.

I would not allow a developer in a production server, but that is a
completely different topic.
