I suggest adding "ALWAYS_SET_PATH yes" in /etc/login.defs to revert to 
the pre-buster behaviour. That will probably make things start bahving 
as expected again. I'm not a fan of the new behaviour, but it seems as 
though it's just a side effect of the package proving su having changed. 
https://bugs.debian.org/910810 has another complaint about it.
