What happens when you type:

$ exim4 -bt username


where "username" is something from the left hand side of a line in
your /etc/aliases.

I would expect something like this, for delivery to a local user:

$ exim4 -bt deblts
R: system_aliases for deblts at bitfolk.com
R: system_aliases for andy at bitfolk.com
R: userforward for andy at bitfolk.com
R: procmail for andy at bitfolk.com
andy at bitfolk.com
    <-- deblts at bitfolk.com
  router = procmail, transport = procmail_pipe
