[GLLUG] why is adduser unknown command in Debian 10.4?

Password: 
root at desktop:/home/desktop# adduser desktop dialout
bash: adduser: command not found
root at desktop:/home/desktop# 

This is LPC 101 standard stuff?!

I plan to use WAMMU with T68i, for mobile bicycle mechanic office tool.
For those that are young that is serial port /;.
