So if this works:

$ openssl s_client -connect irc.aachat.net:6697

what is its output?

And if it does work, that kind of suggests the problem is in your
irssi configuration doesn't it? (since your openssl client is able
to negotiate and also your irssi on a different computer is able to
connect)
