If you're still looking for the answer (or anyone else is interested)...
Chances are you will only want to access your win98 partition as a
single (linux) user, so use the uid and gid mount options. My fstab
entry for my C drive is as follows:
/dev/hda1 /mnt/windows/c vfat defaults,umask=002,uid=robs,gid=users 0 0
which mounts the c drive on /mnt/windows/c and sets the owner/uid to
robs and the group to users. I've then got read/write access to all files...
