This sounds like a permissions error to me.
Can you email us the results of the following commands:
ls -l /dev/ttySL0
groups
This will tell us whether you have permissions set right on your machine
for you to dial out on the modem.
This can be easily fixed. It may alternatively be permissions on
/etc/wvdial.conf or another file in /etc/ppp/ that is causing the
problem, but let's try the modem device permissions first!
